Chairman Roberts is a native of Wyoming, and graduated from Star Valley High School. He attended Brigham Young University, where he played on the football team, and also attended the University of Utah.

Delaine served in the United States Army before becoming a seasonal warden for the Wyoming Game and Fish Department. His law enforcement career led him to a long stint with the Wyoming Highway patrol, and later to six years as Lincoln County Sheriff (1975-1981). He left that post to accept the appointment as United States Marshal for Wyoming from 1981-1996.

Upon retirement from the U.S. Marshal’s office, Delaine served two terms in the Wyoming Senate from 1996-2004, where he served as chairman of the Travel, Recreation and Wildlife committee.

Delaine is an avid hunter and fisherman. He and his wife Nelda have five children, 14 grandchildren, and 3 great-grandchildren.
